Supreme Court Decision:

On 29 June 2025, Libya’s Supreme Court (Case 3050/70 Q) overturned the 2023 conviction of Imad Ben Rajab. The ruling set aside the earlier judgment (Case 532/2023 Q) that had linked him to the import of non-compliant fuel during his tenure as Chief of International Marketing at the National Oil Corporation (NOC).

Attorney General Statement:

Following the Court’s decision, the Attorney General issued a formal statement on 9 September 2025 confirming that Imad no longer carries a criminal record. All related professional sanctions have been nullified, restoring his full legal standing and eligibility to serve in senior roles.

International Context:

The exoneration also echoed concerns raised by the United Nations Security Council in June 2023 about due process in his detention. In that session, the Council noted that his absence disrupted oversight of illicit fuel trade and coincided with an increase in smuggling activity (UNSC Record S/PV.9351).

Exoneration and Legal Closure - Why it Matters:

The Supreme Court’s ruling and the Attorney General’s confirmation brought a clear end to two years of legal proceedings. Imad’s record is fully cleared, and all restrictions have been lifted. This outcome not only restores his legal status but also reaffirms his ability to contribute openly and professionally to Libya’s energy sector. The focus can now shift to the future: building a stronger, more transparent industry for the country.
