Imad Ben Rajab

Imad Ben Rajab is a Libyan oil and gas expert with over twenty years of experience in the industry.
From 2018 to 2023, he led the International Marketing Department at Libya’s National Oil Corporation (NOC). This unit manages all crude oil sales from the country.

Leadership and Career at NOC

During his tenure, he introduced strict measures to curb fuel smuggling and improve contract transparency. He also helped rebuild international confidence in Libyan oil exports. As a senior delegate, he represented Libya in meetings of the Organization of the Petroleum Exporting Countries (OPEC).

Before that, Imad headed NOC’s Products Marketing Department. He managed the domestic distribution and marketing of petroleum products during a period of major logistical and political challenges.

Prior to 2011, he served as Polymers Marketing Manager at the National Oil Corporation. Following 2011, he was appointed Petroleum Products Marketing Manager, a position he held until 2018. During the years following 2011, he also chaired the Economic Committee Board (ECB) as Libya’s national representative within OPEC and served as Libya’s Governor to OPEC.

International Roles and Professional Standing

In 2019, the United Nations Security Council appointed him as Libya’s official focal point for monitoring and preventing illicit petroleum exports under Resolution 2146 (2014). His cooperation with the UN Panel of Experts was noted in Security Council proceedings, which recognized his role in protecting Libya’s oil resources and the impact of his later absence.

Recognized internationally for his professionalism and integrity, Imad Ben Rajab continues to be a respected voice in the energy sector.

Legal Case and Exoneration

On 29 June 2025, Libya’s Supreme Court issued a landmark ruling that fully reaffirmed Imad Ben Rajab’s integrity and professional standing (Case 3050/70 Q). The Attorney General confirmed that he carries no criminal record and were nullified.

The ruling reaffirmed his commitment to transparency an restored international confidence in his leadership. Today, The energy sector continues to recognize him as a trusted figure in the energy sector, admired for his dedication to protecting Libya’s resources and serving his country with honor.

Education, Background and Vision

Academically, Imad pursued his studies in Vienna and later continued his education, graduating from the University of Tripoli. He is proficient in German, both written and spoken, in addition to his command of the English language.

Imad was born in Kansas City, United States, and spent his early years in Libya, where he was raised. His academic and professional journey later took him across Europe, including time in Dublin, Ireland, experiences that contributed to the international outlook he brings to Libya’s energy sector today.

He combines strong technical and commercial experience with a belief that Libya’s natural resources, when managed with transparency and professionalism, can drive national renewal and create real opportunities for young generations.
