About
Imad Ben Rajab is a Libyan oil and gas expert with over twenty years of experience in the industry.
From 2018 to 2023, he led the International Marketing Department at Libya’s National Oil Corporation (NOC). This unit manages all crude oil sales from the country.
During his tenure, he introduced strict measures to curb fuel smuggling and improve contract transparency. He also helped rebuild international confidence in Libyan oil exports. As a senior delegate, he represented Libya in meetings of the Organization of the Petroleum Exporting Countries (OPEC).
Before that, Imad headed NOC’s Products Marketing Department. He managed the domestic distribution and marketing of petroleum products during a period of major logistical and political challenges.
In 2019, the United Nations Security Council appointed him as Libya’s official focal point for monitoring and preventing illicit petroleum exports under Resolution 2146 (2014). His cooperation with the UN Panel of Experts was noted in Security Council proceedings, which recognized his role in protecting Libya’s oil resources and the impact of his later absence.
Recognized internationally for his professionalism and integrity, Imad Ben Rajab continues to be a respected voice in the energy sector.
In July 2023, the Tripoli Criminal Court convicted him in a case involving non-compliant fuel imports. Two years later, on 29 June 2025, Libya’s Supreme Court overturned the verdict (Case 3050/70 Q). The Attorney General confirmed that he no longer carries a criminal record and that all sanctions were nullified. These rulings restored his full legal and professional standing.
Imad was born and raised in Libya and studied at the University of Vienna. He combines deep knowledge of the national energy sector with a broad international outlook.
